ABSTRACT: The aims of this research was to analyze the development of
primary education, which is shown on the participation of the population
in nine-year compulsory education program (SD and SMP) as measured
by Enrollment Rates (E/APS) during the period 2005 -2009 in nine
districts/cities in the West Papua Province.
This research used the panel data model. Based on panel data
model of the selection method, the appropriated model for used in this
study was the fixed effect model. The results of this research indicate
that E/APS elementary and junior high to a variable of (I) GDRP per
capita non-oil n gas intercept was positive and different, while for E /
APS elementary and junior high to a variable (I) GDRP per capita with
oil n gas intercept was negative and different
INTISARI: Tujuan dari penelitian ini adalah untuk menganalisis pembangunan
pendidikan dasar di 9 (sembilan) kabupaten/kota Propinsi Papua Barat
yang diukur dengan pengaruh partisipasi penduduk terhadap pendidikan
(sekolah) dasar dalam program wajib belajar 9 (sembilan) tahun (SD dan
SMP) selama periode 2005-2009 pada sembilan kabupaten/kota di
Propinsi Papua Barat.
Penelitian ini menggunakan model data panel. Berdasarkan metode
pemilihan model data panel, yang layak digunakan dalam penelitian ini
adalah fixed effect model. Hasil penelitian ini menunjukkan bahwa
E/APS SD dan SMP untuk variabel (I) PDRB per kapita non migas
intersepnya positif dan berbeda, sementara untuk E/APS SD dan SMP
untuk variabel (I) PDRB per kapita dengan migas intersepnya negatif
dan berbeda. Sedangkan untuk angka partisipasi sekolah pada (I) PDRB
per kapita non migas menunjukkan E/APS SMP lebih tinggi.
