INTISARI
Penelitian ini bertujuan untuk mengetahui dan melakukan analisis kebutuhan pengembangan sarana dan kebutuhan anggaran pelayanan kesehatan di Kabupaten Bone Bolango Provinsi Gorontalo. Hasil dari penelitian ini dapat disimpulkan bahwa kebutuhan sarana per kecamatan pada Tahun 2010 berturut turut adalah Kecamatan Suwawa membutuhkan2 (dua ) unit pustu, dan 1 (satu) unit poskesdes. Kecamatan Suwawa Tengah membutuhkan 2 (dua) unit poskesdes. Kecamatan Suwawa Timur membutuhkan 1 (satu) unit puskesmas perawatan, 1 (satu) unit poskesdes, dan 1 (satu) unit pusling. Kecamatan Kabila membutuhkan 4 (empat) unit pustu dan 1 (satu) unit pusling. Kecamatan Tapa membutuhkan 1 (satu) unit poskesdes. Kecamatan Bulangomembutuhkan 1 (satu) unit poskesdes. Kecamatan Bulango Selatan membutuhkan 1(satu) unit poskesdes. Kecamatan Bulango Timur membutuhkan 1 (satu) poskesdes.
Kecamatan Bulango Ulu membutuhkan 1 (satu) unit puskesmas perawatan, 1 (satu) unit poskesdes, dan 1 (satu) unit pusling. Kecamatan Kabila Bone 1 (satu) unit poskesdes saja. Kecamatan Bone Pantai membutuhkan 4 (empat) unit poskesdes. Kecamatan Bulawa membutuhkan 1 (satu) unit poskesdes. Kecamatan Bone membutuhkan 1 (satu) unit puskesmas perawatan, dan 1 (satu) unit pusling. Kecamatan Suwawa Selatan, Kecamatan Botupingge, Kecamatan Tilong Kabila, dan Kecamatan Bone Raya belum membutuhkan tambahan sarana kesehatan. Berdasarkan analisis penambahan sarana kesehatan per kecamatan pada Tahun 2010, maka total estimasi anggaran yang dibutuhkan seluruh kecamatan di Kabupaten Bone Bolango adalah sebesar Rp11.013.449.749,00, sementara RKA Dinas Kesehatan Kabupaten mengalokasikan anggaran sebesar RP2.125.455.000,00 sehingga berdasarkan data tersebut terjadi under financing sebesar RP8.887.994.740,00. Dengan demikian untuk memenuhi kekurangan sarana dan anggaran terhadap penyediaan pelayanan kesehatan, Pemerintah Kabupaten Bone Bolango seharusnya
mengalokasikan subsidi yang lebih besar demi peningkatan kualitas pelayanan kesehatan yang berkualitas.

ABSTRACT
The observation is intended to know and do analisys need developing infrastucture and health services cost in Local Government Bone Bolango Province of Gorontalo, with the purpose how much cost that suppose to allocated to achieve the qualification that we want, so that the target of health services can be achieve. The result of the research can be inferred that the need of every district : Sub District of Suwawa need 2 (two) units Sub Primary Health care and 1 (one) unit poskesdes. Sub District of Suwawa Tengah need 2 (two) units poskesdes. Sub District of Suwawa Timur need 1 (one) unit Primary Health care with bed occupatient, 1 (one) unit poskesdes, and 1 (one) unit pusling. Sub District of Kabila need 4 (four) units Sub Primary Health care and 1 (one) unit pusling. Sub District of Tapa need 1 (one) unit poskesdes. Sub District of Bulango need 1 (one) unit poskesdes. Sub District of Bulango Selatan need 1 (one) unit poskesdes. Sub District of Bulango Timur need 1 (one) unit poskesdes. Sub District of Bulango Ulu need 1 (one) unit Primary Health care with bed occupatient, 1 (one) unit poskesdes, and 1 (one) unit pusling. Sub District of Kabila Bone need 1 (one) unit poskesdes. Sub District of Bone Pantai need 4 (four) units poskesdes. Sub District of Bulawa need 1 (one) unit poskesdes, Sub District of Bone need 1 (one) unit Primary Health care with bed occupatient and 1 (one) unit pusling. But Sub District of Suwawa Selatan, Sub District of Botupingge, Sub District of Tilong Kabila, and Sub District of Bone Raya does not need additional health infrastructure yet. Based on analisys cost need to add health insfrastructur total analisys estimate cost need for all district in Bone Bolango is Rp11.013.449.740,00 mean while RKA Health Department allocated is Rp2.125.455.000,00 so based on the data there in underfinancing about Rp8.887.994,00. So that to provide the lag of infrastructure and cost to supply heath service local government should allocated subsidy higher for quality improvement for health.
